Sets are IP phones and 1 backup digital phone at reception in case of network failure.

The digital phone does have lines assigned as A&R but is set to DND mode until such event occurs.

Check reception set, make sure the Target line/s is told "Appear Only" and not "Appear & Ring" or "Ring Only"

How often does it happen? daily? weekly?
You need to have those relays disconnected be it just for testing, or a few days or depending how often the issue occurs.
