I have the same problem. I changed the alerts to let me know only when a document is added.
In the Quick Launch, Select Alert Me and select the setting Added Items instead of All Changes.
For question 2, have you ever thought of just creating a Document Workspace and inviting those groups to the workspace. You can add a link to each groups site that will direct them to the Doc Workspace.

I don't have access to the root files on SharePoint. Is there a way for my to make a field in a issues list hidden? I want the Assigned To field to be hidden but not deleted.
Well, you could add a view where the person can only see forms that he created/filled out. In Modify Settings and Columns there should already be a view title My Forms. Set that as the default. Then change the other views to private views which will only allow you to see all of the other forms.
