Hold on a second!!! Any project is governed by a Statement of Work. In my experience, too little time is spent hammering out a mutual agreement that sets out what is allowable within scope and what requires a change order. You don't state whether your project is fixed-price or time and...

Ok, here's something I've used very successfully lately. It is a combination of things that have already been said. Start by finding out who will be the user of whatever you are programming.

You can use Project to handle maintenance tasks a couple of ways. Using the "Insert" menu you can enter recurring tasks, or just schedule a series of maintenance tasks. Just put in the appropriate resource(s) and predecessor(s). No real magic to it.

I get the impression there is more that we aren't seeing with this issue. If you look at the Network diagram, there should be a red highlighted Critical Path throughout the plan. If not, then your tasks may be scheduled such that they all have some slack in them. You can create a table...

It seems that you may have a problem differentiating between the type of work, though. Having 2000 hours to do apparently any tasks seems way too general to me. But...
Almost forgot, once again depending on the version you are using, there is a way to take a "picture" of a gantt chart and save it as a gif that can be posted on a web site or e-mailed to interested parties. This uses a "copy picture" function within Project. There should be...

A resource in MS project is NOT meant to be used just for personnel. You can set up a resource as the suite and set the amount of money involved for it's use by the hour, day, or whatever you need. Bear in mind that if the suite is used 24 hrs a day, you will want to change the calendar...
