I can call a user's phone and get routed to voicemail.

I can set message options, while leaving a message

Avaya CM7 using 9601 SIP phones.
Calls to the phone have a distinct buzzing/static on the line. This is all phones. We also use Equinox softphones and have no issues with those.
Anyone seen anything like this before? Fixed this issue?
