We have a Barcode program that allows use to print to a predefined number of printers per day. Our problem is each terminal server session is counted as a different printer. We only have one user and printer that is controlled by the license, but that user may get assigned session #1 thru 20 on any given day.

Or always have this user log into session #1 or some other number.

Just a note, I am pushing for a VPN connection to print to our remote location, and a jet dirrect on the far end.

Have you tried disconnecting the session instead of logging off? This will keep the user session alive and always reconnect under the same session.

You might need to tweak your user settings in AD to keep alive disconnected sessions.
