Excel Collaboration?

Can anyone reccomend any useful tools/add-ins for Excel collaboration...

We want to have multiple people [both inside and outside our domain] access and update large excel files.

We also want all updates/changes to be logged and be able to set access permissions.

We would prefer that the excel file be accessable over the web.

Please let me know. I've been looking on the web for hours, tried a few, but haven't found anything really useful.

What version of Excel do you have? If you have 2003, read up on File Protection, Sharing a workbook, Setting Revision Tracking, Track Changes, Merge workbooks, Administer digital signatures.
For example, you can send out copies of a workbook to a number of people. They make whatever changes they want and send the copies back to you. You then can do a Tools-Compare and Merge Workbooks. And then accept or reject individual changes.
