Where are you located?, What would be your reason for building the Data Center, who would you consider you prospecive customers? Alot goes into building a Data Center, expect to spend millions on just the building, no servers. You have to consider power, City, Battery, Generators, etc. Pumps, chillers, air, so much to consider... If there is not a client who would lease it, I would not recommend building it out.
As in all projects the further down the line a mistake is discovered the more costly to repair.
From the start, get an archtiect experinced in data center design to draw up your plans. Take notice of all the notes above (from Jon) as they will go into the plan.
Try and ensure your design is flexible to allow for growth.
Although location does not matter in the sense that computers can be sited anywhere, you need to think about staff recruitment & reloaction. Will staff want to work in Outer Mongolia and are any staff available localy.
Consider facilities and logistics.
Appoint a good project manager with a proven track record to run the show, when some one has responsibility to get things done things have a better chance of completion.
Plan how you are going to stock the data center, what server archtectures you will use, network technology, middleware and front end software. Who are the suppliers.
If you are building a large data center than an experienced buyer should be considered to get you best prices on h/w, s/w and services.
Put the feelers out on potential recruit numbers now, if they are scarce you do not need to be planning a large scale recruitment drive after the horse has bolted.
This was all of the top of my head in a 5 minutes session, in short this question could form the basis of a good book. I recomend that if you do not know what to do in this area then get a couple people onboard that do.
