ITS Interpreter Error

We are running ITS on an SAP 4.6B system, and while trying to roll out new services, we are getting the following error...

Sorry! Interpreter Failed
The Internet Transaction Server failed to generate the response page for the current request.
Internal Error Code: 0x1.

Any idea why we would receive this for some services and not others?
