Postfix smtp issue?

All,

Been ordered by federal task manager on private network to replace our Sendmail on Tru64 to a seperate RH Linux server to run Qmail.
I think I have it set up, however can't get smtp to run. The POP side downloads to clients with no problem. I can turn off authentication due to private n/w and behind massive firewalls. I can telnet localhost 25, but not telnet FQDN 25 (rcv connection refused msg).
Any help appreciated.
