Public Calendar Questions

I have Exchange 2003 installed on a Small Business Server and am trying to setup an efficient calendaring system.
What I would like to achieve is a way for everyone to see who is busy and not.

I thought this would be accomplished by have a public calendar for everyone in the office (10 people). What I discovered is that you cannot invite people to and from a public calendar. If this is really the case, that seems to be a huge oversight from Microsoft unless, I am missing something which is quite possible ;).

With the personal calendars, public calendars and a group calendar it is not only confusing but hard to maintain.
Please advise on what is the most efficient way to use these features and basically how to set them up. I already have the public calendars configured.

Please note we DO NOT have email working via the exchange server yet, that is the next step.

The Personal Calendars tell you whether the person is busy if you have everything set up correctly. When you create a meeting, go to the scheduling tab and type in names, you see whether the person is booked or not.
