refresh EVERY time start IE 5.0, 5.5...

Every time IE is started some users have to hit refresh to get the site. we are running MS Proxy server 2.0 on NT 4.0 service pack 6. I have reinstalled, checked and unchecked the Automatic detect in IE tools/options to no avail. ANY help or seggestions are appreciated.

Have you checked that the server isn't caching pages, thus showing some users the old versions?
