A router sotrm is a fairly term. It could mean that your router is a source of a high rate of traffic. For example an IPX broadcast storm. In some instances it could also refer to a router sending out a large amount of traffic in relation to a bug. For example transmitting frames at a high rate with a small gap between them.
Or in an extreme case, a group of routers with one or more on a un-stable link could go nuts broadcasting OSPF updates ( or whatever routing protocol you use) You bandwidth and CPU cycles are taken up by broadcasting and processing all the router updates.
