Stacked Barchart - Order of Data

I am using Crystal XI. I have created a Stacked Barchart. Within the Data tab of the Chart Expert I have entered two formulas under the "on change of" election. One will return the number of orders per hour to be depicted in the bar chart. The second formula identifies the orders recieved within that hour to be either Priority or Non-priority. The report works. However I want to sort the Priority orders to be the top of the stacked bar. What I am noticing, regardless of whether I highlight the second formula within the Data tab of Chart Expert and select the Order button, then select "specify order", if the first bar does not result in a stacked bar because the second formula only returned a single result, in this case "Priority". Then all following stacked bars results will have the "Priority" along the bottom stack regardless of my "specify order" elections.

Is there a fix to this?
 
If all else fails, you could probably do this with our CRChart add-in, which has specific macros to order Stacked bars and post-sort data in the chart renderer.
