Vector variable query

Customer is using "queue to best" command to route calls to the skill that offers less EWT.
For example skill 1 is in the main office and skill 2 is in a remote location. customer wants to play an announcement if the call routes to skill 2 (remote location) after the queue to best command.
Is it possible to store & compare the EWT's realtime via vector variables and when the calls are routing to skill 2 use a vector step to play an announcement?

Any help would be appreciated.

I think it is doable to store & compare EWT's realtime via vector variables but it required programming. For example, retrieving the EWT from CMS by a tool called clintSVR, then change the vector variable by another tool called bcmsSVR.
