who does a package run as

am i correct in assuming a package runs as the user that it is compiled (ie. owned) by?

ie. it is the owner of the package that needs the rights on the tables and not the user running it?

It depends whether you use the "authid current_user" or "authid definer" flag when you create the procedure. The default is definer, which means it runs under the privileges of the owner.
